Brother, this can happen when the game can’t create or write the save data. The official troubleshooting recommends running the game with administrator permissions, and the save files are stored in the game’s SaveGame folder.
Please first run the game as Administrator and try creating the save again. Also make sure the game folder isn’t being blocked by Windows Security/antivirus.
